If you are studying or intend to study in Canada and you are not a Canadian citizen or PR, you are an international student and will pay the fees accordingly. In most cases, you need a study permit  to be authorised to study in Canada. If your course of study is shorter than 6 months, you are exempt from this requirement. In most cases you need to apply for a study permit outside Canada. Only a few cases may apply from within Canada.

Note : It is important that you comply with the conditions specified on your study permit to avoid non compliance. Non Compliance is serious and may render you inadmissible to recieve any visa in the future.
